ORANGE COUNTY SPECIAL EDUCATION ALLIANCE

REVIEW COMMITTEE MINUTES

June 2, 2017

A. Call to Order: The meeting was called to order at 2:02 p.m. at the Orange County Department of Education in Costa Mesa, California, in the Board Room.

B. Roll Call: Present were the following: Frank Donavan, Chair, Superintendent, Magnolia School District; Terry Walker, Superintendent, Irvine Unified School District; Mike Christensen, Superintendent, Orange Unified School District; Gregg Haulk, Superintendent, Huntington Beach City School District; Jean Martin, Director, North Orange County SELPA; Dan Harbottle, Harbottle Law Group; Jay Shinnefield, Attorney, Atkinson, Andelson, Loya, Ruud & Romo; Lysa Saltzman, Counsel, Orange County Department of Education and Michele Kaufman, Executive Assistant, Orange County Special Education Alliance.

C. Introductions: Jennifer Fant, Attorney, Harbottle Law Group.

D. Approval of Minutes: The minutes from the March 24, 2017 Review Committee meeting were reviewed. There was a motion to approve the minutes by Terry Walker, Superintendent, Irvine Unified School District seconded by Dan Harbottle, Attorney, Harbottle Law Group. The minutes were unanimously approved.

E. Public Comments: There were no public comments.

F. Action & Discussion Items:

1.0 Professional Development Sub-Committee Report: Due to the absence of the professional development sub-committee chair there was no report.

1.1 Advocacy Sub-Committee Report: Due to the absence of the advocacy sub-committee chair there was no report.

1.2 Approval of Contracts for 2017-2018: Frank Donavan shared that service contracts for Michele Kaufman and web hosting were being presented for renewal. Lysa Saltzman researched the OCDE salary schedule corresponding to Michele Kaufman’s position to determine the current hourly rate. Historically, the position of Executive Assistant to the Orange County Special Education Alliance has aligned with OCDE’s Classified Senior Administrative Assistant position at Range 42 on the OCDE classified salary schedule. Michele Kaufman’s hourly rate had not been increased since 2014, although OCDE had approved a salary increase for the Classified Senior Administrative Assistant position effective July 1, 2016. Consequently there was a motion by Mike Christensen, Superintendent, Orange Unified School District to approve a salary increase to the 2017-2018 contract from $21.08 per hour to $21.94 per hour, retroactive to July 1, 2016 in order to be consistent with OCDE’s classified salary schedule of Senior Administrative Assistant, Range 42. The motion was seconded by Jay Shinnefield, Attorney, Atkinson, Andelson, Loya, Ruud & Romo. This motion was unanimously approved. It was recommended that Michele Kaufman’s hourly rate be assessed each year at the budget ad hoc committee meeting to ensure it remains consistent with the OCDE classified salary schedule. In further discussions regarding EarthLink’s web hosting contract, a motion was made by Terry Walker, Superintendent, Irvine Unified School District, seconded by Mike Christensen, Superintendent, Orange Unified School District, to research other web hosting carriers and if appropriate, to cancel EarthLink’s services and change web hosting carriers in an amount not to exceed $350. This motion was unanimously approved. The 2017-2018 budget reflects that the total cost of these services contracts is not to exceed $25,000.

1.3 Nomination of Review Committee Members to New Term: In a motion made by Gregg Haulk, Superintendent, Huntington Beach City School District, seconded by Mike Christensen, Superintendent, Orange Unified School District, the following Review Committee members and new nominees were unanimously approved to fulfill a two year term beginning July 1, 2017:

Brad Mason, Superintendent, Brea-Olinda Unified School District

Terry Walker, Superintendent, Irvine Unified School District

Paul Lavigne, Executive Director, Greater Anaheim SELPA

Jay Shinnefield, Attorney, Atkinson, Andelson, Loya, Ruud & Romo

Jennifer Fant, Attorney, Harbottle Law Group

Lysa Saltzman, Counsel, Orange County Department of Education

1.4 Review Committee Vacancies: Frank Donavan shared that Lorraine Rae, SELPA Director, Garden Grove Unified School District, had retired and would not be completing her Review Committee term. Scott Turner, Director, South Orange County SELPA was been nominated to complete her term (June 30, 2018). In addition, Kevin Smith, Director of Fiscal Services, Huntington Beach Union High School District had taken a position outside of Orange County, creating a vacancy for the business official position. In addition, Mike Christensen, Superintendent, Orange Unified School District was retiring. There was a motion by Dan Harbottle, Harbottle Law Group, seconded by Terry Walker, Superintendent, Irvine Unified School District to approve the appointment of Scott Turner, Director, South Orange County SELPA to complete the term of Lorraine Rae. This motion was unanimously approved. The other vacancies will be revisited at the September 22, 2017 meeting.

1.5 Discussion of AB490 Application Process and Criteria: Frank Donavan shared that the reimbursement applications for AB490 transportation support had exceeded the allotted budget for this year and the Review Committee had discussed reviewing the application process and criteria for AB490 transportation support. It was recommended that this item be placed on the September agenda so the newly approved Review Committee members could further research and review the criteria.

1.6 Approval of Review Committee Meeting Schedule for 2017-2018: Frank Donavan shared that the Superintendent’s meeting schedule had not yet been finalized for next year. However, based on the tentative meeting schedule, there was a motion by Gregg Haulk, Superintendent, Huntington Beach City School District, seconded by Terry Walker, Superintendent, Irvine Unified School District, to approve the proposed Review Committee meeting schedule and if necessary, make changes to the schedule at the September meeting. This motion was unanimously approved. The following meeting schedule was approved for 2017-2018:

September 22, 2017 1:00 pm OCDE

November 17, 2017 1:00 pm OCDE

January 19, 2018 1:00 pm OCDE

March 23, 2018 1:00 pm OCDE

May 18, 2018 1:00 pm OCDE

G. Review Committee Members Comments: Lysa Saltzman, Counsel, Orange County Department of Education, thanked departing Review Committee members Dan Harbottle, Mike Christensen, Lorraine Rae, Doreen Lohnes and Kevin Smith for their service with the Orange County Special Education Alliance. The Review Committee deeply thanks everyone for their service and wishes them success and happiness in their future endeavors.

H. Public Comments: There were no public comments.

I. Adjournment: There was a motion to adjourn by Jay Shinnefield, Attorney, Atkinson, Andelson, Loya, Ruud & Romo seconded by Lysa Saltzman, Counsel, Orange County Department of Education and was unanimously approved. The meeting was adjourned at 2:35 pm. The next Review Committee meeting is scheduled for September 22, 2017 at 1:00 p.m. at the Orange County Department of Education.
